
OKXICE, the joint venture between crypto exchange OKX and NYSE parent Intercontinental Exchange (ICE), has notified the US Securities and Exchange Commission (SEC) that it plans to launch a tokenized stock trading venue.
The notice, dated Sunday, October 4, would bring blue-chip equities onto blockchain rails under the SEC’s new innovation exemption.
Permissioned On-Chain Venue Planned on X Layer
The notice says that OXICE, a 50-50 joint venture between ICE and OKX, plans to operate permissioned Uniswap v4 liquidity pools on X Layer. The venue plans to cover more than 60 US-listed companies, and issuers will have 30 days to opt out.

The companies named so far include Nvidia, Apple, Microsoft, Amazon, Tesla, JPMorgan Chase, Walmart, Netflix, Coca-Cola, Goldman Sachs, Boeing, Cisco, IBM, Coinbase, Robinhood, Palantir, AMD, Circle, Reddit and SpaceX, among others.
OKXICE co-chair Andrew Cuomo, a former New York governor, described the plan as a “landmark step” toward a global, around-the-clock Wall Street anchored in the United States.
SEC Innovation Exemption Enables Tokenized Stock Trading
The filing follows the SEC’s September 17 decision to issue a five-year exemption allowing certain venues to trade tokenized versions of US-listed stocks without registering as exchanges. OKXICE is notifying the regulator under that framework.
The venture brings together crypto exchange OKX and Intercontinental Exchange, the parent company of the New York Stock Exchange.
ICE invested in OKX in 2026 at a valuation of about $25 billion, while the two companies formed OKXICE to focus on regulated US market products and tokenized assets. OKX provides the crypto infrastructure and customer base, while ICE brings its experience in regulated markets and institutional financial infrastructure.
The OKXICE proposal comes as Wall Street shows growing interest in extending trading hours and moving toward round-the-clock markets.
Nasdaq is set to move to 23-hour trading five days a week in December, while the London Stock Exchange is preparing its own 24/5 venue for 2027.
The OKXICE, however, is taking the idea a step further: its proposed platform would bring U.S. stocks on-chain, allowing tokenized shares to trade 24/7 on X Layer.
