Russia’s new set of rules introduce digital assets as collateral for businesses, keeping most altcoins out of the general public’s reach. A crypto-focused regulatory framework kicking in on September 1, 2026 is placing a clear barrier between digital assets as payment means & as securities.

Basically, that means regular investors are limited to buying Bitcoin (BTC), Ethereum (ETH) or Tether (USDT), capped at 300,000 rubles ($3,632) per year. All retail investors are prone to special testing, determining trading limits with the possibility of claiming an advanced status – that technically unlocks all of major crypto currencies.

Why Most Russian Businesses Get The Better Deal

For businesses, the story goes different: only the companies included in the special registry are able conduct digital-asset related transactions. In early August, Russia’s President Vladimir Putin signed a key law that comprehensively regulates the circulation of cryptos and digital rights, maintaining a ‘banned’ status on crypto as payment means.

On a few key exceptions, though: settlements under foreign-trade contracts are allowed. The earlier legalisation of crypto mining income also stands, as well as security settlements, digital rights, etc. A big focus of this is stablecoins: Sberbank, one of the largest banking institutions in the region, have formally requested the evaluation of USDT as a settlement layer.

Russia’s Central Bank said this quality-control measure is “to protect non-qualified investors from sharp and unpredictable fluctuations in cryptocurrency prices”, naming strong liquidity as the most significant factor in the convo. That’s why major-caps like XRP & SOL got left behind in the pilot mode, while lenders like Sberbank risk a huge deficit if any borrower defaults.

Simply because spending USDT isn’t legally admissible. XRP holders in Russia are facing a similar challenge unless they pass through the special evaluation test. Otherwise, whether buying crypto via an intermediary broker, crypto exchange, or manager, you still get the yearly 300,000 ruble cap.

While leveraged XRP trading is available on Moscow’s stock exchange (MOEX), the trading volumes remain dull at the equivalent of thousands of dollars a day. The spot market liquidity’s thin as American-made crypto currencies are not exactly favored. On the other hand, projected laws in 2027 may expand the list of retail-available cryptos for Russian citizens.
